i cant get device manager to come up in itunes

i cant get device manager to come up in itunes - have tried turning on iCloud ( a suggestion from online), have followed http://support.apple.com/kb/ht4627 - still doesn't work - anyone have an answer? I am using itunes on a MAC and have also tried a PC - have also tried settings in my phone. Cannot see any device manager - so cannot see any devices, have many devices, ipods, iphone4, iphone5, ipad1, ipad2 ---- help please, so frustrating
